Born Strahan Tasmania, the son of Wallace McDonald and Ada Gertrude Bailey he was a fettler at Teepookana when he enlisted.

It was reported in the Burnie Advocate that L/Cpl W. C. Bailey and his brother Pte J. E. Bailey were both prisoners of war.

Lance Corporal Bailey later died of illness in Thailand.

He is commemorated in the Strahan General Cemetery
