A MOSTLY RELUCTANT CONSTABULARY

Extracts from the 1873–90 Campbell Street Gaol Gate-book

Compiled by Laurie Moody

The following list of offenders appears to have committed minor discrepancies and instead of being sent to gaol, were apparently given the opportunity to join the constabulary.  Being a constable was not a very popular occupation and very few men lasted in the job for any great length of time.  A total of 108 received this opportunity to make something of their lives, but it appears that perhaps only 36 may have lasted beyond 1890.  Some were possibly ex-convicts from Port Arthur although it has been hard to define exactly which ones.  One will notice throughout the listings that there could be a number of men who might possibly fit into this category.  Between the years 1876–79, a total of 50 men either resigned or were dismissed.  A search of the convict records has revealed a number of men having the same name. It appears that age did not matter much and men were accepted from their late teens into middle-age.

I have also endeavored to find out more about these particular individuals as there is very little information provided in the listings.  As a result I have searched through convict, shipping and pioneer index records and have been able to include a little more information on some of these people.

It is also interesting to note that at least three constables resigned on the 28 February 1877, possibly because the word was that the Port Arthur prisoners were being sent to CSG on 17 April.

To save space the use of ‘aka’ indicates ‘also known as’, Van Diemen’s Land will appear as VDL, New South Wales as NSW, Ticket of Leave as TOL, Campbell Street Gaol as CSG, Her Majesty’s Prison as HMP, Hobart Supreme Court as HSC and Launceston Supreme Court as LSC.  Births, Deaths and Marriages appear as BDM. All other court appearances were made at the Police Office Hobart unless otherwise indicated.

AAbel James

It appears that James was given the option of joining the constabulary on 1 August 1875 and was promoted on the 12 April 1876.  However, on the 10 September 1881 he resigned.  It is noted that he was literate.  There is no further information.

ALLEN; Charles

Charles is shown joining on 27 April 1878 and resigning on 6 September the same year.  It is possible that this was the same Charles who was found guilty on 24 June 1876 of being Absent from Service and sentenced at the Police Office New Norfolk to One Month in gaol.  His warrant number was 15115. He was discharged on 1 July 1878 to the Police.

On 26 July the same year he was found guilty, again at New Norfolk, of Stealing a Cheque and ₤1/9/- ($2.90) from a Christopher Chamberlain.  As a result Charles received a Four Month sentence. He was released on 20 November 1876.

A Charles Edward Allen appears again on 13 October 1881 at Police Office Triabunna on two charges of Larceny.  He received Twelve Months on one charge and Nine Months on the other.  His warrant numbers were 14056/14057.  No release date is shown.

On 31 December 1883 he was found guilty of Receiving and sentenced to Nine Months in gaolHe was sentenced at Police Office Ellesmere (Scottsdale) and arrived at CSG on 16 January 1884.  His warrant number was 15115.  Charles is shown as being a labourer, Protestant with three or more convictions and was illiterate.  He had apparently arrived in Tasmania aboard the Caranjah from NSW as a Free Convict.

Stuart was 56 years-old when he joined the constabulary on 1 August 1882 and is shown resigning on the 31 March after lasting a month.  No further information is shown.

Sinfield Charles

Charles is shown being 17 years-old when he was given the option of joining the constabulary on 24 April 1876.  This appears to be a rather young age for such a job.  He resigned on 6 August 1877 after nearly sixteen months.  Gaol records show that Charles was found guilty at Richmond on 24 January 1876 of Larceny not exceeding ₤10 ($20.00) and was sentenced to One Month in gaol.  His warrant no was 11323.  He is shown as being native-born, a labourer, Protestant with no prior convictions and was literate. Charles was released on 23 February.  A search of BDM records shows that a Charles Sinfield was born at Longford on 21 September 1858 and it would seem possible that this could be the Charles in question.

Smith James

James joined on 1 January 1883.  Unfortunately, no further information is shown.  As the name is so common, (I don’t mean that in a derogatory way) and numerous, I have limited my search of various records to the more obvious.  There are two men of this name that could possibly fit into the time frame.  A search of BDM records shows that a James Smith died at New Norfolk on 15 May 1896 aged 62 years.  The other also died at New Norfolk on 19 May 1895 aged 33 years.

Smith John

John joined the constabulary on 5 September 1877 and is shown resigning on 31 October 1877.  No further information is shown.  A search of convict and shipping records reveal that there are a total of 320 men with the name John Smith.  As a result I have chosen not to pursue the search in this area as there are too many names that would fit into the time frame.  A check of BDM records (both births and deaths) shows that there is also a similar problem with too many names.

Smith William

William is shown joining on 7 March 1873 and presumably finishing on 4 August 1876.  No further information is shown.  A total of 250 men with the same name appear in the convict and shipping records.  Once again I have chosen not to pursue a search in this area.  A check of BDM records (both births and deaths) shows that there are also too many names to pursue.

Stafford William

William was 27 years-old when he joined on 15 September 1881 and is shown resigning on 30 November of the same year.  It is also noted that he was Protestant.  No further information is shown.  A search of BDM records shows that a William Stafford was born at Hobart on 25 April 1856.

Staveley Charles

Charles was 23 years-old when he joined the constabulary on 3 May 1883.  He is shown as being a shoemaker and a Protestant.  Again no further information

Sullivan Edward

Edward is shown joining on 1 November 1877 and resigning on 1 March 1879.  No further information is shown.  A search of the convict records shows that there were four men with the name of Edward Sullivan.  The following includes the ship, date of arrival and where from:- Cadet (1), 24 August 1844, Dublin. (Transported as Sweetman) Lady Franklin, 26 November 1845, Norfolk Island. (Transported on Prince George) Ratcliffe (1), 30 August 1845, London. Moffat (3), 28 November 1842, Portsmouth.

White Job

Job joined on 5 July 1878.  No further information is shown.

White Thomas

Thomas is shown joining on 26 April 1877 and resigning on 26 June 1877.  No further information is shown.  A search through convict records shows that all told there are 32 people with the same name that arrived as convicts.  I have selected seven possibilities who may have been constables.  The following includes the ship, date of arrival and where from:- Lord Auckland (4), 29 January 1853, Ireland. (Alias Bracken) St. Vincent, 26 May 1853, London.  (Two men with same name) St. Vincent, 26 May 1853, London.  (Two men with same name)Rodney (3), 12 February 1853, Queenstown, Ireland.  Bangalore, 14 July 1848, Bermuda.
